Role Overview

The successful candidate will be responsible for leading the Emergency Response Team in everyday operations, during emergencies as the on-scene commander, facilitate training in all core aspects of emergency response, and support the Emergency Response Coordinator as required.

Where necessary liaise with Statutory Emergency Response organizations for Disaster Management purposes. The person will demonstrate strong leadership and excellent communication skills. Further duties will include evacuations, scenarios, providing expert support with rescue plans and assessments, supporting the Medical staff, and liaising with multiple output teams. Inspecting and monitoring of Emergency Response equipment and resources to maintain a state of operational readiness.

Responsibilities:

  • Develop Rescue Plans for all high-risk work areas, to ensure an effective response in the event of an emergency
  • Develop and conduct training programs for the Emergency Response Team
  • Apply First Aid techniques as first on the scene
  • Ensure that competency standards are maintained within the Emergency Response Team by developing and maintaining the competency matrices
  • Develop maintenance inspection programs incorporating registers for all first attack fire-fighting equipment across Site
  • Ensure all operational fire and rescue equipment is inspected and records maintained
  • Monitor the daily operations of the Emergency Response functions and medical facility on site
  • Contribute to site-wide risk assessment studies and react proactively to areas of high risk
  • Work closely with the Emergency Response Coordinator to develop and foster a relationship with all relevant stakeholders as well as local authorities to achieve the highest level of loss prevention
  • In conjunction with Site Medical Staff, assist with medical evacuations of sick or injured employees
  • Work closely with the Emergency Response Coordinator to ensure the goals of the ES&H Department are achieved to the highest possible standard
  • Respond to and coordinate any emergency situation (as on-scene commander) requiring the turn out of the ERT members
  • Train ERT members in spill response and to situations as required
  • Attend toolbox meetings providing advice on first attack fire equipment operations and fire safety issues
  • Periodically review the SPL Emergency Rescue Plan and relevant policies & procedures as directed
  • Provide filed safety assistance, technical support, and assistance to the project as defined by the supervisor
  • When in a supervisory role, implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to staff
  • Support shift coverage on a 24 / 7 working roster as defined by the supervisor
  • Act as Emergency Services Coordinator as required

Job Knowledge:

  • Thorough knowledge of technical rescue, emergency response strategies, and Incident command
  • Ability to develop and deliver fire and rescue training packages
  • A sound awareness of operational safety issues and an excellent personal safety record
  • Knowledge in the field of risk assessment and risk management
  • Knowledge of safety procedures, engineering systems, principles, and methodologies
  • Knowledge of National and State safety laws/regulations and regulatory agencies, processes, responsibilities, industry standards/practices for safety and health compliance
  • Knowledge of hazardous materials and physical risk exposures
  • Knowledge of Personal Protective Equipment standards, People Based Safety processes and procedures
  • Thorough knowledge of rope rescue techniques
  • Knowledge of Industrial processes and systems based on 5+ years of experience in industrial fields

Basic Qualifications

Relevant qualification in an Emergency Services Discipline.

The successful candidate must have a minimum of 5 years industrial experience in the field of emergency response or loss control OR; 10 years of equivalent experience/training leading to the thorough knowledge of Emergency Response strategies as indicated below:

  • SCBA Apparatus
  • Confined Space Rescue
  • Vertical Rescue- rescue rope techniques
  • Hazmat Incident Management
  • Incident Command and Control
  • Advanced First Aid and Advanced Resuscitation- as a minimum
